Binational or Other International:
The Southwest Center for Environmental Research and Policy was established
in October 1990 by the Congress under the Clean Air Act. The Act
appropriated funding for a consortium of United States universities
cooperating with Mexican universities to help solve the environmental
problems in the border area of the United States and Mexico
