II. Description of Organization

Organization, Mission, and Goals:

CICA provides technical support and assistance in evaluating air pollution problems along the Mexico - U. S. Border. These services and products are available at no cost to Federal, State and Local Agencies and Universities in Mexico. Others can use these services depending on available resources. CICA is sponsored by EPA's Control Technology Center (CTC). A wide range of technical assistance is offered on:

  • Air pollutants and control strategies

  • Pollution prevention and control technology applications

  • Operation and maintenance problems

  • Emission inventory

  • Emission factors

  • Dispersion modeling

  • Ambient monitoring

  • Emission measurement

  • Risk analysis

    CICA provides ready access to U.S. EPA information and expertise. It draws on professional staff from the EPA's Office of Research and Development (ORD) and Office of Air Quality Planning and Standards (OAQPS). Private contractors also are available when appropriate.

    CICA is involved in a number of air pollution projects.

  • Emission Estimation Techniques for Unique Source Categories in Mexicali, Mexico.
  • Emissions and Prevention/Control Techniques for Automobile Body Repair Shops in Ciudad Juarez, Mexico.

    Past Border Environment Projects and Activities:

  • Ambient Air Monitoring Network Plan for Piedras Negras and Ciudad Acuna, Coahuila, Mexico. (NOTE: Project is now complete and will be available at the CICA Web site in January 1998)
  • Combustion of Scrap Rubber Tires. (NOTE: English version is complete and will be available at the CICA Web site in January 1998. The Spanish version will be available in February 1998)
  • Spanish language versions of User's Manuals and executable program for the U.S. EPA's Screen 3 and Industrial Source Complex (ISC) 3 Dispersion Models
